Fraser assists clients in the public and private sectors on both contentious and advisory matters, including UK constitutional and administrative law, commercial judicial review, commercial human rights, public international law, political law compliance and freedom of information. He assists private sector clients to capitalise on opportunities and mitigate risks through their engagement with government decision-makers, and helps public sector clients to make more robust policy decisions. When necessary to achieve his clients' objectives, Fraser acts for claimants, defendants and interested parties in high-profile and complex judicial review and other statutory appeal proceedings.
Fraser is fascinated by the state, how it functions, and the drivers of policy and regulatory change. He began his career as a policy advisor at HM Treasury, advising on matters relating to tax policy, trade, and the UK’s exit from the European Union. Prior to joining Hogan Lovells he worked as a tax lawyer, with a practice which focused upon investment fund structuring and fundraises, executive incentive arrangements, leveraged finance and private equity transactions.
Representative experience
Advising the London Metal Exchange on public law and its public functions, including in relation to judicial review claims brought in relation to the March 2022 suspension of the nickel market.
Advising a number of UK Government departments on complex public law issues, including in relation to the Retained EU Law (Revocation and Reform) Bill and the Government's reforms to retained EU law.
Advising a UK public body on its classification in the national accounts.*
Advising Uber on key regulatory issues relevant to its UK operations, inside and outside London.
