Abby Wilhelm's expertise lies at the convergence of policy, communications, and strategy, positioning her to advise clients in navigating complex reputational and political challenges. Her work includes helping clients create environmental, social, and governance (ESG) practices that can withstand political, legal, and public scrutiny; developing State Attorneys General strategies that address rising state enforcement actions confronting companies; and helping manage high-stakes matters that require proactive, nuanced, and creative solutions. Her work on behalf of clients spans technology, financial services, and consumer industries.
A founding member of the State Attorneys General practice group, Abby provides operational and strategic direction for the group's 80+ lawyers and professionals. In this role, she focuses on building and maintaining strong client relationships, identifying growth opportunities, diversifying service offerings, and adapting to changes in the legal landscape.
Prior to joining Hogan Lovells, Abby served as Chief of Staff at the Office of Attorney General for the District of Columbia. In this role, her work covered a range of issues, such as environmental, social, and governance (ESG), tech accountability, consumer protection, and juvenile justice. Abby also developed programming and provided strategic advice for the Attorney General’s 2021 bipartisan presidential initiative at the National Association of Attorneys General (NAAG) focused on combatting hate.
Abby is well versed in managing political endorsements at the national and local level. She has also held positions with an interfaith non-profit and the federal agency that administers AmeriCorps (CNCS).
Representative experience
Serves on the federally appointed Monitoring Team overseeing the Cleveland Division of Police's compliance with its 2015 Consent Decree with DOJ.
Advises a technology company on State Attorneys General-related matters.
Advises a consumer technology company with State Attorneys General-related matters.
Advises an anti-human trafficking non-profit on U.S. government coordination.
Presented before the American College of Investment Counsel regarding the politics of ESG and investing.
Presented at the United Nations 68th Commission on the Status of Women event hosted by the Permanent Observer of the Holy See and the Philippines regarding innovative partnerships to end trafficking.
