Export authorizations pertaining to U.S. Government: Current scope and historical perspective

The International Traffic in Arms Regulations, administered by the U.S. Department of State’s Directorate of Defense Trade Controls, and the Export Administration Regulations, administered by the U.S. Department of Commerce’s Bureau of Industry and Security, provide for exports, reexports, or transfers involving the U.S. Government without specific licenses when certain conditions are met. This article summarizes the regulatory framework and describes the historical evolution of key authorizations in order to assist companies in understanding when specific licenses are needed and in compliance efforts generally.  The article also sets forth points to advocate for authorization development and expansion going forward.
