Hogan Lovells announces Global Regulatory practice leadership changes
Washington, D.C., 6 January 2023 – Global law firm Hogan Lovells announced today that Joanne Rotondi has been named the Practice Area Leader for the firm’s Transportation regulatory practice, succeeding Latane Montague. Additionally, the firm is pleased to announce that Jonathan Stoel has been named co-Practice Area Leader for the firm’s International Trade & Investment practice alongside Ajay Kuntamukkala, succeeding Deen Kaplan.

Transportation
Rotondi currently serves as Global Head of the firm’s Transport & Logistics industry sector as well as a partner in the firm’s Environment & Natural Resources practice. She joined the firm as an associate in 2000 and has since built her practice at the intersection of transportation and environmental regulatory and legal matters. As a leader in the Transportation regulatory practice, Rotondi advises large automotive manufacturers and suppliers on emissions, fuel economy, and greenhouse gas standards at state and federal levels, as well as helps projects navigate complex compliance and reporting standards under the Clean Air Act, Clean Water Act, and National Environmental Policy Act, among other state and federal rulemakings.
Additionally, Rotondi advises project developers of liquefied natural gas (LNG) terminals and deepwater ports in securing crucial government approvals, having represented both of the only two LNG and crude oil export deepwater port projects to gain regulatory approval from the U.S. Coast Guard and U.S. Department of Transportation’s Maritime Administration to build in domestic waters.
Rotondi also serves as a member of the U.S. Environmental Protection Agency’s Mobile Source Technical Review Subcommittee of the Clean Air Act Advisory Committee alongside leading industry, academic, public interest, and state, local, and tribal representatives to advise and make recommendations on the scientific and technical aspects of mobile source air pollution and motor fuels. Rotondi was recently named one of Law360’s Transportation MVPs for 2022 for her work in the sector.

Montague, who has led the Transportation practice since 2018, successfully built and led a unified, multi-modal Transportation practice and spearheaded the recruitment of top-tier lateral partners to the firm. Under Montague’s leadership, the practice has also been recognized by Chambers as a Band 1 practice in the Transportation: Road and Transportation: Aviation Regulatory categories, as well as a Law360 Practice Group of the Year for 2019-2020.
International Trade & Investment
Stoel, who serves on the firm’s One Americas senior leadership team and as a co-chair of our Public International Law Group, provides strategic international trade and investment policy and litigation counsel to global companies and governments across multiple sectors. His clients include Canadian Solar, the Government of Ontario, Kinder Morgan, Nestle, M S International, and Urenco, among others.
Recently, Stoel represented the Government of Canada and the Canadian solar industry to secure a landmark victory in the second-ever state-to-state arbitration under Article 31 of the United States-Mexico-Canada Agreement (USMCA). He also worked with a cross-border HL team in the US and Mexico to secured the negotiated settlement of the second-ever USMCA Rapid Response Labor Mechanism dispute. Stoel was recognized as a Law360 MVP for International Trade in 2022 for his contributions to the sector.
Stoel serves as the Co-Chair of the Federal Circuit Bar Association’s International Trade Committee and has helped organize the Court’s Judicial Conference. Additionally, he lectures on public international law at Georgetown University and has served on the Board of Advisors of the Georgetown Journal of International Law.

During Kaplan’s tenure, the practice has been recognized by Chambers as a Band 1 practice in the International Trade: Trade Remedies & Trade Policy category, by The Legal 500 US as a Tier 1 practice for International Trade, and as a Law360 Practice Group of the Year in 2020.
