Katy Milner provides legal and strategic advice to a broad cross-section of telecommunications and technology industry clients on regulatory, transactional, and compliance matters.
Katy has a wealth of experience providing clients with practical guidance and valued counsel on spectrum acquisition and utilization, wireless services and satellite regulation, cybersecurity and data privacy, public safety and 911 services, international telecommunications matters, connected vehicles and the Internet of Things, and broadband and Internet policy. Katy also has significant experience advising clients on uncrewed aircraft systems (UAS) matters, particularly on FCC-related activity. Katy advocates for her clients before the Federal Communications Commission (FCC), Congress, the Executive Branch, and other federal agencies.
Katy enjoys working with clients on bringing cutting edge communications technologies to market, developing regulatory strategies and policy positions, and growing their businesses. To achieve client objectives, Katy frequently collaborates with colleagues across practice groups in the U.S. and globally. She also maintains an active pro bono practice.
Representative experience
Advised major global companies on telecommunications regulatory strategy, policy initiatives, and compliance.
Assisted global companies with all aspects of securing FCC and state regulatory approvals for both complex mergers and acquisitions as well as smaller telecommunications transactions
Developed advocacy strategies and drafted filings for FCC rulemakings.
Assisted a range of clients on data privacy and cybersecurity issues, including cyber incident reporting obligations and supply chain considerations.
Advised UAS industry clients regarding legal, regulatory, and public policy issues, including analysis of FCC and Federal Aviation Administration (FAA) regulations.
Represented clients in FCC enforcement proceedings.*
