John enjoys helping clients navigate regulatory, compliance, policy, and transactional issues before the Federal Communications Commission (FCC) and Department of Justice (DOJ). He has assisted wireless carriers, strategic investors, start-ups, trade associations, and satellite operators with rulemakings, licensing, transaction approval, radiofrequency (RF) equipment authorizations, foreign ownership, Universal Service (E-Rate, Lifeline, USF contribution obligations), TCPA compliance, and 911 issues.
Prior to joining Hogan Lovells, John practiced communications law at a boutique firm in Washington, DC, served as a legal fellow in the FCC’s Wireline Competition Bureau, and interned in the agency’s Media and International Bureaus. He graduated from the University of Virginia School of Law, where he served as the technology editor of the Virginia Journal of Law and Technology and participated in both the Virginia Law Pro Bono Program and the school's First Amendment Clinic.
