Allison Pugsley has more than a decade of experience representing biotechnology, medical device, and pharmaceutical companies in connection with federal procurements. She advises on the full life cycle of government contracts: preparing and submitting an offer, contract negotiations, contract administration, contract modifications, and contract terminations.
Allison also routinely represents clients with respect to audits and internal reviews relating to federal contract pricing, and she advises on voluntary disclosures and settlements with the government. Her practical, problem-solving approach allows her clients to resolve disputes with the government in an efficient and effective way.
Allison helps clients navigate the complex pricing calculations required under the Veterans Health Care Act of 1992, the TRICARE retail pharmacy program, and the Federal Supply Schedule program. She leverages her in-depth knowledge of these pricing programs to provide both legal and strategic advice to clients in their contracts with the Department of Veterans Affairs (VA) National Acquisition Center, the regional Veterans Integrated Service Networks, the Defense Supply Center Philadelphia, the Department of Defense (DoD) TRICARE health program, and the Centers for Disease Control. Additionally, she assists pharmaceutical companies in gaining favorable positioning for their products on the VA and DoD formularies.
Allison also counsels pharmaceutical, medical device, and personal protective equipment companies on disaster recovery purchasing by federal, state, and local governments. She has advised companies throughout the COVID-19 pandemic on donations, funding agreements, and contracts with HHS, BARDA, NIH, DoD, FEMA, and Operation Warp Speed, including providing guidance relating to the Defense Production Act and the PREP Act.
Prior to joining Hogan Lovells, Allison served as a judicial clerk to the Honorable George W. Miller of the U.S. Court of Federal Claims.
